Message from Chief Foley
Chief Justin Foley was raised in Yorktown, is a graduate of Yorktown High School and joined the New York City Police Department in 1998, where he was assigned to Police Service Area (PSA) 7, located in the Bronx. During his time in the NYPD, he also assisted in the rescue and recovery efforts regarding the September 11, 2001 Terrorist attack.
In 2002, he joined the Yorktown Police Department, where he was assigned to the Patrol Division. During his time as a police officer in the Patrol Division, Chief Foley served as a Patrol Officer, Desk Officer, and a DCJS- certified Field Training Officer. Chief Foley worked in conjunction with members of Special Patrol Operations, where he conducted undercover narcotics operations. Chief Foley was also a member of the Yorktown Police Department K9 Unit from 2006 to 2014, with his K9 partner "Moose." In 2016, Chief Foley was assigned as the department's Traffic Safety Officer before being promoted to Sergeant later that year.
While a Sergeant, Chief Foley was assigned to oversee a patrol squad. He was also tasked with ensuring that all businesses selling alcohol in the Town of Yorktown were in compliance and properly licensed with the NYS Liquor Authority.
In 2020, he was promoted to Lieutenant and was assigned as the Patrol Division Commander. As the Patrol Division Commander, Chief Foley oversaw the Patrol Division as well as the School Resource Unit. Chief Foley also oversaw the Departments Accreditation Program as the Program Manager from 2022-2026, successfully coordinating the achievement of Accreditation in 2026, ensuring that the Yorktown Police Departments policies and procedures comply with the highest professional standards, ensuring fair practices, rigorous training, and sustained commitment to public confidence and safety.
Chief Foley also oversaw the Yorktown Police Department Honor Guard. During his time as the Patrol Division Commander, he attended F.B.I-LEEDA courses on Supervisor Leadership, Command Leadership and Executive Leadership, earning the F.B.I-LEEDA Leadership Trilogy Award.
In January of 2025, Chief Foley was assigned as the Operations Commander. Chief Foley's duties covered overall responsibility of the Detective and Juvenile Divisions, warrants, the department Property and Evidence system, departmental training, Internal Affairs, employee illness and Workers' Compensation.
In May of 2025, Chief Foley was assigned as the Staff Division Commander and was responsible for Communications, Records Management, Public Information, Facility Maintenance and Finance/Budgeting. On June of 2025, Chief Foley was 01 of 69 Command Staff Officers from NY, NJ and PA to be selected to attend and graduate from the Mid-Atlantic Law Enforcement Executive Development Seminar hosted in Princeton, NJ.
In June of 2025, Chief Foley was promoted to the rank of Captain and reassigned back as the Operations Commander. He attended the New Jersey State Association of Chief of Police Command & Leadership Training in April of 2026.
In June of 2026, Chief Foley was promoted to the rank of Chief of the Yorktown Police Department, where he serves today. During his career, he has received several commendations for Meritorious Police Duty, Exceptional Police Duty and Lifesaving Awards. Some of these included arrests involving rape, robberies, burglaries, bribery, gun arrests, and numerous stolen vehicles.
